Illinois governor signed right-to-appraisal legislation this week, and California's Prop 103 insurance rate regulations are now in effect. Both moves tip the negotiation balance toward shops and away from insurer unilateral denial.

Illinois governor signed right-to-appraisal bill this week. Simultaneously, California Department of Insurance rolled out new Prop 103 rate-setting regulations. Both moves restrict insurer authority to deny or underpay estimates without independent appraisal. Shops now have statutory leverage to push back on lowball supplements and total-loss disputes. This is the first time in 18 months we've seen simultaneous state-level appraisal wins.
