USAA

USAA is leaning on 'not required' to cut calibration line items

What they're cutting
  • Denying pre- and post-scan as not separately billable, folding them into labor
  • Pushing back on OEM-required static calibration, calling it 'optional' if no DTC is present
  • Cutting sublet calibration invoices, asking for internal cost justification instead of accepting shop rate
Rebuttal that's flipping it
USAA's 'no DTC, no calibration needed' position falls apart fast when you pull the OEM procedure: virtually every major OEM, including Honda, Toyota, and GM, mandates post-repair calibration after any structural or glass work regardless of fault codes present. I-CAR's position is clear that the absence of a DTC does not indicate a properly functioning ADAS system.

Two big legislative moves hit shops this week. California's glass bill passed the Senate, and the House just codified the 2014 MOU without the telematics mandate. Plus, a Tesla alignment procedure just got yanked from Mitchell.

INDUSTRY

1. California glass act passes Senate; ADAS notice now required

California's bill prohibits benefit assignment and requires glass shops to notify vehicle owners about ADAS-related repairs before work begins. This is now headed to the governor. If signed, glass shops statewide must document and communicate ADAS calibration or recalibration to customers in writing.

Mark says: If you have a glass division or sublet glass work in California, build ADAS disclosure into your intake and estimate workflow now.

2. House codifies 2014 MOU; telematics access mandate dropped

The Energy and Commerce Committee approved an amended REPAIR Act that locks in the 2014 light-duty and 2015 commercial vehicle MOUs and adds FTC enforcement, but removes the telematics access requirement OEMs fought. This is a compromise that protects parts access but not remote diagnostics.

Mark says: You keep parts access rights. Telematics fight isn't over, but this bill moves to the House floor soon. Watch the vote count.

3. Tesla alignment procedure removed from Mitchell

Mitchell updated its Tesla chapters to remove the 'Two Wheel Alignment' operation following recent DEG inquiries for Model S, 3, X, Y, and Cybertruck. This reflects a change in Tesla's repair procedure or requirements. Estimators working Tesla jobs should pull the latest chapter before writing.

Mark says: Update your Mitchell labor matrix today and flag any open Tesla alignment estimates for re-review with your tech.

4. ASE launching ADAS calibration technician credential

ASE announced development of a new general ADAS calibration technician credential to serve a broad spectrum of automotive professionals. Details on launch timing and prerequisites are pending, but this signals industry demand for a standardized third-party cert beyond OEM programs.

Mark says: Bookmark this. When ASE launches, sending techs through the exam will give you a defense against insurer denials and a hiring asset.

5. Audi adaptive beam headlights arrive U.S. later this year

Audi's adaptive beam headlights debut on the 2027 Q9 and SQ9 SUVs in the U.S. later this year, after years of regulatory delays. These systems dynamically reshape the beam pattern and will require specialized calibration and parts sourcing when damaged.

Mark says: Q9 and SQ9 headlight jobs will demand new tooling and OEM procedure docs. Start pulling Audi bulletins now so you're ready by fall.
