🎯 Carrier of the Week
State Farm

State Farm is cutting pre-scans. Here's the cite that stops it.

What they're cutting
  • Denying pre-scan as 'not related to loss' before teardown begins
  • Cutting post-scan as duplicate when sublet calibration invoice already includes a scan
  • Rejecting OEM calibration R&R time as not in the estimating database
Rebuttal that's flipping it
Pre-scan is a diagnostic procedure required to identify loss-related faults before any repair decision is made. I-CAR's position and OEM repair procedures from Toyota, GM, Honda, and others explicitly require pre- and post-repair scanning as separate, non-negotiable steps. The California Motor Vehicle Glass Act, just finalized, now mandates ADAS calibration documentation, and that precedent is spr

California just made ADAS calibration mandatory on glass claims, and State Farm is staffing up hard for 2027. Both moves signal where the market is heading.

INSURANCE

1. California Motor Vehicle Glass Act sets ADAS calibration mandate

Gov. Newsom signed SB 988 on Sept. 27, banning assignment of benefits on first-party glass claims and requiring ADAS calibration documentation. The law takes effect in 2027. Shops in California now have a legal cite for calibration labor on glass claims. This kills the "glass only, no recalibration" pushback.

Mark says: Pull SB 988 text and front it in every glass estimate you send to California carriers before year-end.

2. State Farm to hire 3,000 claims staff in 2027

State Farm is adding 10% to its claims department next year, citing new vehicle tech, changing repair methods, and severe weather. The move signals carriers expect collision volume and complexity to hold or rise. Shops should expect faster claims processing but also more thorough audits.

Mark says: State Farm staffing up means faster claim assignment but tighter scrutiny; document everything and front OEM specs.

3. Bosch launches remote diagnostics service for ADS X scan tools

Bosch Remote Diagnostics Service connects technicians using ADS 625X and ADS 10X Plus tools directly to Bosch experts via integrated remote support. This extends OEM-level diagnostics access without traveling to a dealer. Reduces downtime on complex ADAS and powertrain faults.

Mark says: If you run Bosch scan tools, activate this service now to cut turn time on hard diagnostic calls.

4. More shops billing for new bumper prep and defect repair

Survey data shows shops increasingly recognizing bumper prep work (defect repair, fitment correction) as a separate, non-included line item before refinish. Estimating systems historically buried this work. Shops documenting the work are winning on supplements.

Mark says: Add bumper prep photos and line items to every new bumper estimate; carriers are accepting them now.

5. NHTSA finalizes fuel economy rules; crossovers reclassified

NHTSA released final rules resetting corporate average fuel economy standards for 2022-2031, ending credit trading and reclassifying light trucks and crossovers. Agency says changes reduce crashes and maintenance costs. Affects vehicle platform design and repair labor estimates long-term.

Mark says: Watch for lighter materials and new suspension designs in 2027-2031 models; affects straightening and alignment procedures.
